Canada is reshaping its immigration system. In its 2026–2027 Departmental Plan, Immigration, Refugees and Citizenship Canada (IRCC) has introduced major reforms to Express Entry.
CRS points for valid job offers are expected to return, increasing the importance of employer-backed pathways. This significant change means that candidates with job offers from Canadian employers will once again receive additional points in the Comprehensive Ranking System, making it easier for them to receive an Invitation to Apply (ITA).
More focus on in-demand occupations and economic needs. IRCC is increasingly aligning Express Entry selections with Canada's actual labour market requirements, ensuring that candidates with skills in high-demand sectors are prioritized.
Healthcare, trades, education, and STEM will continue to be prioritized. These category-based draws allow IRCC to target specific occupations and skills that are most needed in the Canadian economy, providing additional pathways for candidates in these fields.
Employers will play a bigger role in immigration selection. This shift recognizes the importance of having employers actively participate in identifying and sponsoring skilled workers who can contribute immediately to the Canadian workforce.
Combination of CRS, occupation targeting, and job offers. The new hybrid model creates a more nuanced selection process that considers multiple factors beyond just the CRS score, providing more pathways for qualified candidates.
Preference for candidates already in Canada. Workers who are already contributing to the Canadian economy through valid work permits or study permits will receive additional consideration, recognizing their established roots and proven contributions.
Digital transformation and automation improvements. IRCC is investing in technology to streamline application processing, reduce wait times, and provide a better experience for applicants throughout the immigration process.
Real-time labour market alignment. Immigration decisions will increasingly be informed by current economic data and labour market trends, ensuring that the system responds quickly to changing needs.
Immigration aligned with economic growth. The reforms are part of a broader strategy to ensure that Canada's immigration system supports sustainable economic development and addresses demographic challenges.
